Представленная статья посвящена анализу инструментов, обеспечивающих реализацию механизма инновационного развития экономики Российской Федерации. В работе проанализирована динамика позиции России в «Глобальном инновационном индексе» как в целом, так и по составляющим его компонентам. Охарактеризован механизм финансового обеспечения инновационных процессов. Сформированы подходы финансирования инновационной деятельности в зависимости от жизненного цикла компании. С учетом вида экономической деятельности автором проведен анализ затрат на инновационную деятельность за период 2021–2022 гг. Представлена российская финансовая инфраструктура поддержки инноваций. Определены инструменты финансирования инновационной деятельности. Раскрыта система бюджетного финансирования инновационной деятельности. Охарактеризованы особенности венчурного финансирования стартапов. Автором проведена сравнительная характеристика преимуществ и недостатков финансовых инструментов, обеспечивающих инновационное развитие. Приведены современные тенденции применения финансовых инструментов с учетом геополитических изменений и санкционного давления на Российскую Федерацию.

The presented article is analyzing the means to ensure the implementation of the innovative development mechanism that enables realizing the mechanism of innovative development in the economy of the Russian Federation. The paper analyzes the dynamics of Russia’s positioning in the Global Innovation Index both in general and in its constituent components. It characterizes the mechanism of financial support of innovative processes and forms approaches to financing innovative activities depending on the life cycle of the company. Taking into account the type of economic activity, the author analyzes the costs of innovative efforts for the period 2021–2022. The Russian financial infrastructure for innovation support is presented. Financing instruments are defined and the system of budget innovation funding is disclosed. The features of venture financing of startups are characterized. The author carried out a comparative description of the advantages and disadvantages for financial instruments providing innovative development.
