Институт саморегулирования в проектно-строительном комплексе начал развиваться еще в 2010 г. Параллельно шли процессы формирования нормативно-правовой базы и системы институтов, обеспечивающих эффективное функционирование саморегулируемых организаций в целом. В процессе становления были выявлены проблемные зоны и ряд недостатков, что привело к необходимости реформирования сложившейся системы и внедрения информационных технологий как фактора развития и подготовки специалистов. Именно потребность в специалистах и формировании человеческого капитала должна стать ключевой целью создания и развития саморегулируемых организаций. Создание кластера высококвалифицированных специалистов проектно-строительной отрасли обозначило актуальность изучения данных процессов и определило основные векторы исследования.В первой части статьи автор дает ответы на вопросы, посвященные обозначению места института саморегулирования проектно-строительного комплекса в социально-экономическом развитии страны, а также раскрывает его основные цели и задачи. Предлагается авторская трактовка основных направлений развития институциональной инфраструктуры в условиях саморегулирования.Вторая часть посвящена рассмотрению вопроса формирования институтов саморегулируемых организаций любой отрасли, при этом особое внимание уделяется вопросу развития кадрового потенциала региона и деятельности института негосударственной экспертизы результатов инженерных изысканий и проектной документации.

The self-regulation institute in the design and construction complex began to develop back in 2010. Simultaneously, processes were underway to establish a regulatory framework and a system of institutions that ensure the effective functioning of self-regulatory organizations as a whole. During the formation process, problematic areas and a number of shortcomings were identified, which led to the current system reform and introduction of information technologies as a factor in the development and training of specialists. It is the need for specialists and the development of human capital that should become the key goal of creating and developing self-regulatory organizations. The creation of a cluster of highly qualified specialists in the design and construction industry indicated the relevance of studying those processes and identified the main vectors of research.In the first part of the article, the author gives answers to questions regarding the place of the institute of self-regulation for the design and construction complex in the socio-economic development of the country, as well as reveals its main goals and objectives. The author’s interpretation of the main directions in the development of institutional infrastructure under conditions of self-regulation is proposed.The second part is concerned with the issue of forming the institutions of self-regulatory organizations in any industry, with particular attention given to the development of the human resources potential of the region and the activities of the institute of non-governmental expertise of the results of engineering surveys and project documentation.
