Сivilians health protecion during the Great Patriotic War. The historical and legal aspect

Abstract

Currently, there are various approaches to studying the activities of the Soviet state during the Great Patriotic War in the Soviet and Russian historical and legal literature. The War of 1941–1945 was one of the most significant events in the history of Russia, still affecting the demographic processes in the country and its development in general. Hundreds of scientific and journalistic works are devoted to that period. The issues of the activities of state bodies in organizing the resistance to enemy at fronts, the work in the rear in various industries and agriculture, and activities in the field of international relations and culture have been well studied. However, the issues of protecting health, reproduction and natural movement of the population have yet not been studied enough, especially in the aspect of regions, where a big part of the population was under occupation. The authors of the article put up a task to reveal the role of the state and legal mechanisms for implementing a set of measures to protect the health of civilians and to impact on demographic processes during the war years.
