Development of a methodology for assessing the system of cross-border relations

Abstract

The article addresses the lack of a comprehensive methodology for assessing the state of border relations in the Russian Federation. The author emphasizes the strategic significance of border territories in context of national and regional development, highlighting their unique geopolitical and socio-economic position. Based on the analysis of current governmental pro- grams and international practices, a unified methodology for quantitative and qualitative assessment of cross-border interactions is proposed. The study focuses on developing an indicator system that reflects political, economic, social, and environmental aspects, alongside an analytical algorithm for data interpretation. Special attention is given to the adaptability of the methodology to various regional contexts, including Russia’s new territories. The presented approach incorporates mathematical models, statistical data processing, and the index system for ranking regions by their development and resilience. The results can be applied to improve management efficiency, evaluate programmatic funding, and forecast socio-economic impacts of cross-border processes.
