The journal was founded in 1996 (the issue was resumed in 2006) and during the years of its existence has become well-known in scientific society. The journal has been publishing articles by leading Russian (N.I. Arkhipova, A.A. Dorskaya, M.N. Marchenko, Y.N. Nesterenko, N.V. Ovchinnikova, L.B. Sadovnikov, G.F. Ruchkin, and others) and foreign (Joachim Petr Foltys (Poland), Veliko Ivanov Zhekov (Bulgaria), Stanislav Mraz (Slovakia), Gordon Drujic (Croatia), etc.) researchers, as well as postgraduate students, doctoral students and applicants that successfully defended dissertations; proceedings of major international scientific conferences ("Management problems of the security of complex systems", "Actual problems of management", "Chayanov readings", "Muromtsev readings"); reviews of scientific monographs, textbooks, and manuals.

The titles and the content of the headings of the journal correspond to the branches of science in accordance with the nomenclature of scientific specialties for which academic degrees are awarded, approved by Order of the Ministry of Education and Science of the Russian Federation № 59 dated February 25, 2009 (as amended by Orders of the Ministry of Education and Science of the Russian Federation of August 11, 2009 № 294, dated October 16, 2009 № 603, from January 10, 2012 № 5, from February 20, 2015 № 114): 08.00.00 - Economic sciences, 12.00.00 - Juridical sciences.

Subject of the journal is formed on the basis of the nomenclature of specialties for scientific workers. Its peculiarity is the combination of materials both theoretical and practical, economic and legal topics studied comprehensively within interdisciplinary publications.

The editorial board of the journal pursues several goals in its activity. Firstly, it gives scientists the opportunity of publishing the results of their research. Secondly, it draws attention to the most relevant, promising, and interesting areas of economic and legal sciences. Thirdly, it contributes to an exchange of views between researchers from different regions and countries.

Editorial board of the journal constantly attracts new authors with analytical materials, scientific articles, peer-reviews, and commentaries on fundamental and practical problems of economics and jurisprudence.

One of the main points of the journal's policy is a thorough review of the materials placed in it. To optimize the selection process all articles are firstly tested through a computer anti-plagiarist system (“Antiplagiat”) and only then are sent for peer-review. Reviewing and editing of all incoming manuscripts is fulfilled by the journal in accordance with the requirements for the publication of scientific literature. Depending on the results of peer-reviewing, the editorial board can either accept the article for publication, or recommend the author to optimize the article, or reject the article.

Such policy of the journal allows attracting as its authors scientists and university professors from the Russian Federation, CIS countries, and foreign countries, heads of ministries and departments, large and small enterprises, law enforcement and other bodies, postgraduates.

Abstract

The article deals with the problematic of using promising management tools in modern organizations based on gamification. Gamification of management is associated with the incorporation of game elements into management processes, forming emotional and social involvement, a sense of belonging among participants in management processes. Gamification and the prospects for its use are considered using media organizations as an example. The purpose of the study is to analyze the essence of gamification and assess the possibilities and prospects for its use in the management systems of media industry organizations. The study revealed similarities and differences between gamification and the use of game theory models in management. It is shown that digital transformation and digitalization of the media industry create favorable conditions for gamification. Another factor that has a positive impact on the implementation of gamification tools in media organizations is the spread of hybrid business models in the sphere that combine traditional and online work.

Abstract

The article sets the boundaries of modern scientific knowledge in the field of determining the human resources potential of the IT industry. The research method was a comparison of the world and national research traditions using the example of works concerning the issues of developing the human resources potential of the IT industry and industries involved in the digitalization of the economy. The analysis revealed differences in the understanding of the following elements of human resources management – human capital, personnel reproduction, professional and career development of IT specialists. The application of quantitative analysis to the works under consideration revealed that priority in modern research is given to issues of attracting, recruiting and selecting personnel, training qualified personnel in technical specialties. But as a result, issues related to the professional and career development of personnel, as well as the attraction of foreign qualified specialists, are not covered. Therefore, in order to create modern consistent knowledge about the structure of the human resources potential of the IT industry, it is necessary to cover areas related to personnel retention, including career development processes, working with talents and continuous education of personnel at the level of enterprises, the industry and the state as a whole. The authors substantiated that such an expansion of issues is a necessity in the formation of new approaches to the definition of human resource potential that meet the realities of the development of the digital economy. The work proposes to redefine the human resources potential of the IT industry, considering both frequently addressed issues and those issues recognized as necessary in the work.

Abstract

The self-regulation institute in the design and construction complex began to develop back in 2010. Simultaneously, processes were underway to establish a regulatory framework and a system of institutions that ensure the effective functioning of self-regulatory organizations as a whole. During the formation process, problematic areas and a number of shortcomings were identified, which led to the current system reform and introduction of information technologies as a factor in the development and training of specialists. It is the need for specialists and the development of human capital that should become the key goal of creating and developing self-regulatory organizations. The creation of a cluster of highly qualified specialists in the design and construction industry indicated the relevance of studying those processes and identified the main vectors of research.
In the first part of the article, the author gives answers to questions regarding the place of the institute of self-regulation for the design and construction complex in the socio-economic development of the country, as well as reveals its main goals and objectives. The author’s interpretation of the main directions in the development of institutional infrastructure under conditions of self-regulation is proposed.
The second part is concerned with the issue of forming the institutions of self-regulatory organizations in any industry, with particular attention given to the development of the human resources potential of the region and the activities of the institute of non-governmental expertise of the results of engineering surveys and project documentation.

Abstract

The article proposes a model for managing joint value creation within a strategic alliance created for the purposes of import substitution and solving the issue of technological sovereignty. The developed model is based on the principles of network management, which differ from the principles of traditional hierarchical management. In the latter, vertical chains of commands are built, while the execution of commands is mandatory for lower links in the chain. In networks, in particular in inter-firm strategic hybrid alliances, there is a need to coordinate the economic interests of participants. It requires the use of more complex approaches to management. The proposed model includes a method for determining additional rewards to the supplier for achieving the required product quality indicators, a method for managing the amount and structure of joint investments in the formation of production capacities, and a method for calculating the price of the final product, considering the life cycle concept. The purpose of the study is to develop approaches to the implementation of management of joint value creation in interfirm strategic hybrid alliances. The developed model allows achieving that goal and irecommends to use it in practice when building cooperative interaction between industrial enterprises.

Abstract

The article presents the author’s developed methodological approach to assessing the effectiveness of social investment projects (by the example of a health care project of an industry corporation), based on the concept of eliminating the shortcomings in existing methodological approaches, such as the “cost-effectiveness” method and the “cost-benefit” method. The author’s system of indicators for assessing the social effect, as well as the author’s approach to the monetization of social effects are the basis of the methodological approach. The research made it possible to elaborate an algorithm for assessing the socio-economic efficiency of social investment projects based on the author’s methodological approach. The transfer of social effects expressed in natural units of change into monetary terms increased the accuracy of socio-economic efficiency assessment considering the total social effect.

Abstract

The article proposes a variant of the minimum set of institutions for spatial development of Russian regions. There is a presented version formed as a result of the author’s earlier research about the spatial development issues of Russian regions’ group. The study findings reflected both the diversity in the understanding of the essence of territories’ spatial development by regional authorities, and in approaches to the use of spatial development tools, including the formation of an institutional basis for spatial development at the regional level. The author identified the regional institutions’ elements of spatial development. He proposed a mechanism for cooperation of formal elements of region spatial development, which provide for taking into account the interests not only of the territory, but also of other subjects of the Russian Federation bordering the object of study or included in the same macroregion. The article also presents variations in the consistency of formal and informal components of regional spatial development institutions, which can have a positive or negative effect from their cooperation.

Abstract

The article describes definitions of the concept, essence and functions of corporate social responsibility in business. The research aims at identifying and analyzing the priority areas of social responsibility as a factor in optimizing business processes and increasing the economic sustainability of Russian business structures. The importance of using a corporate non-financial reporting tool to achieve a significant level of indicators for the sustainable development of companies is substantiated. Authors analyze the issue of non-financial reporting and socially oriented reports on the sectors of the Russian economy as well as the characteristics of the disclosure quality for non-financial reporting data. The articvle presents the industry specifics in issuing non-financial statements in Russia. There is also an analysis in national standards of social responsibility and the formation of non-financial reporting of business structures in Russia. The key strategies and indicators of social policy are studied, the key features of the implementation of the social policy of corporate social responsibility of Russian business structures are revealed. The social policy measures of Russian business structures are mainly aimed at elements of internal social responsibility, such as employee satisfaction and loyalty, professionalism and qualifications of employees, gender equality, occupational safety and industrial safety.

Abstract

The article is a detailed scientific and practical commentary on the provisions of clause 7, part 1, article 6 of Federal Law No. 152-FZ, based on an analysis of doctrine and judicial practice in relation to such institutions of civil law as subjective civil law, legitimate interest, exercise of subjective right and legitimate interest in relation to the processing of personal data of a gardener without the consent of the latter. It studies the legal status of a third party in relation to the operator of personal data from the standpoint of the commented rule of law, as well as analyzes and highlights the imperative prescriptions of the norm under study in order to improve law enforcement in the practice of personal data operators in the territory of horticulture and the authorized body for the protection of the rights of personal data subjects.

Abstract

Thе article deals with improving the procedure for registering the transfer of real estate rights in Russia in the context of digitalization. The digitalization of public services has been going on for more than 10 years, and the sphere of real estate registration is no exception. Of considerable interest is the correlation of public law regulation of the government registration of real estate with private law regulation in the field of real estate transactions, as well as with basic civil law principles, in particular, with the principles of reasonableness and good faith, freedom of contract. In connection with the digitalization of public services, the issue of protecting personal data is becoming more relevant than ever: it gives rise to many discussions, becomes the reason for the reform of various legislative acts. In the study, the author a sets out to establish an optimal balance between measures aimed at protecting personal data and civil freedom, the unlimited use of modern technologies. The article analyzes the main trends in the legislation governing the registration of ownership of real estate, analyzes its challenges and draws conclusions regarding its possible prospects. It also studies a number of doctrinal sources on the issue and gives the positions of other scientists in the field of law. The conclusion contains both general provisions and a specific proposal for improving the legislative regulation of government registration of real estate.

Abstract

As the capabilities of artificial intelligence expand and become more integrated into public infrastructure, the question of how to ensure its safe, secure and controlled use becomes more acute. Developing a balanced legal regulation for the use of artificial intelligence is a difficult long-term task, especially in the context of the development of unmanned transport. The article analyses the research of foreign scientists on the traffic control of unmanned transport, considers the creation of intelligent transport systems as an important direction of the country’s scientific and technological development, using the example of the strategic partnership with China within the framework of the “One Belt – One Road” initiative. A number of suggestions are made as to the content of the provisions that may form the basis of the concept of an unmanned driving law. Research methods. The dialectical method, analysis, synthesis, induction, structural-functional approach were used in the work. Results. It is concluded that the state has taken a course towards a responsible use of technologies, development and operation of artificial intelligence systems with a predefined confidence level. The integrity of the innovation cycle, which is manifested in the close interrelation of science with the real sector of the economy, serves to increase that level. The inter – conditionality between the level of vehicle autonomy and driver attention is substantiated. The advantages of the development of international transport and logistics systems are demonstrated by the example of the cross-border intelligent elevated railway Heishantou.
