Abstract

An implementation of the National project “Digital economy” will inevitably change the demand structure in the labor market, where not only some traditional professions will be replaced by new ones, but other traditional professions will also be transformed, accordingly, there will be a need to introduce new professional standards and to substantially adjust those standards that currently exist. All that already now puts forward new requirements not only for the standards of the professional and higher education, but also for educational standards in general, since there is a need for graduates of educational organizations that are part of the vocational education system to acquire new professional competencies, which in principle, is obvious, but also new universal competencies, which are formed at all levels of education, and which are necessary for professional activities in the digital economy. Those competencies, which are becoming universal in nature in the context of the digital economy, include the society-wide, communicative, informational, entrepreneurial.

Abstract

In modern economic conditions, with a decrease in the number student of places in higher education institutions fi by federal budget allocations, competition in the educational market is quite acutely pronounced. To be attractive for applicants, a university today is not enough just to provide quality educational services, it is necessary to monitor the market, analyze the proposals of competitors, build a positive attitude towards the educational institution among interested parties, and form an individual marketing strategy. The authors analyze the competitiveness of the university in the modern educational market, they track of various external and internal factors upon that index. In particular, the market capacity is analyzed, a retrospective analysis of the results of the university’s admission campaigns of past years is carried out, the direct and indirect competitors of the educational institution are identifi The issues highlighted during the study formed the basis of the formulated measures for improving the competitiveness of the university and its positioning in the educational market of the region. Approaches to reducing the cost of educational services for certain categories of applicants are proposed, the process of transition of a higher education institution to a new educational model, which includes elements of project logic in educational modules, is described.

Abstract

Thе article is devoted to the study of the organization of modern museums, with regard to new approaches in the management and marketing, contributing to the activation of their relations with customers and other contact audiences on a long-term and mutually beneficial basis. The authors emphasize that customer focus is not just words, but the relevant architecture of relations aimed at creating an actual and not an abstract consumer value. Its purpose is to treat the customer as a complete human being with the body, mind, emotions and soul. Such interpretation in new conditions assumes orientation to lifelong value of the consumer and long-term work with him consisting of consecutive stages – the attraction, retention and formation of relations have to get more steady and stable character. The article proves that the ultimate goal of commitment involves not only regular use of a product or service, but, above all, emotional loyalty, when committed customers become promoters of various “favorite” market brands of their own free will. In this regard, the authors give their own, original interpretation of the term “marketing of the museum management”, which refers to the management process of the cultural institution aimed at creating and communicating the values of the material and intangible heritage of mankind and the environment in order to meet the spiritual, aesthetic, educational and other needs of visitors, various stakeholders and society as a whole. The practical significance of the article lies in the fact that it offers basic criteria of the museum as a customer-oriented organization, including: an orientation as a key strategic goal for the long-term and sustainable relationships with clients; identifying the motivations of target audiences for cooperation on the basis of their real and potential needs; training of the museum staff for the technology and marketing methods of interaction; modern, regularly updated website; communication in media; intensification of work in social networks; support of the movement of volunteers and other initiative communities promoting the national and world cultural heritage; cooperation with other museums, exhibition centers, specialized educational institutions; fundraising; creation of an accessible environment for persons with disabilities; systematic stimulation of customer loyalty; comfort of the physical space of the museum; expansion of the list of additional services; formation of corporate style; organization of work with feedback, including the analysis of causes of dissatisfaction of visitors and the adoption of appropriate corrective management decisions.

Abstract

The article analyses policies of the world largest oil and gas companies to integrate blockchain into their business structure. It is revealed that super-majors and majors concentrate mainly on digitalization of the hydrocarbons trade and trade financing. The multilateral alliances, involving the oil and gas companies, banks and oil traders, have been established in order to implement that goal. Recently partnerships for testing blockchain use in the relatively easily digitalized oil operations and actives were launched. European supermajors BP и Royal Dutch Shell within their strategies actively experiment with possibility to increase the business profitability through using blockchain at all stages of value added creation. The analyses allowed to conclude that projects to inbuilt blockchain into the business models of oil and gas companies remain so far at the transitionary phase from the proof-of-concept stage to that of the market implementation. Large scale enterprise use of blockchain one has to expect from the middle of the 2020-s. Oil and gas companies who will be the first to implement blockchain applications could attain critical competitive advantages.

Abstract

The article deals with the issues and opportunities of using public-private partnerships to finance the infrastructure projects. It is emphasized that the prerogative of state structures is the provision of public goods, the preservation of a number of sectors of the economy in state ownership, in this regard, an important role is given to the management of social projects. The term “social project” is defined. Foreign experience is analyzed, which allows to determine the issues associated with the financing of important government projects with the participation of private investors in leading Western countries. The article emphasizes a number of advantages for cooperation between the public sector and the private sector in the processes of financial supporting the social projects. The efficiency and appropriateness (quantitative and qualitative criteria) of applying the model of public-private partnership at the level of international investment of social projects of the country are substantiated. The features of the interaction of investors who are not residents of the country implementing a major infrastructure project are considered. In particular, it is noted that with such form of participation in business cooperation, questions and risks arise regarding the correlation of quality, duration and return of finances with public funding of important projects. Recommendations are formulated to make the mechanism of public-private partnership more effective in the system of managing national projects.

Abstract

This article is based on the analysis of existing scientifi and methodological approaches to the ways of forming the integration potential and to the assessment of the economic effi ofthe integration associations presented in the works of foreign and Russian authors, as well as in the accounts and reports of international organizations. The study made it possible to establish that the proposed methods do not satisfy the needs of a comprehensive and integrated assessment of the eff of integration, and the conclusions drown on their basis can show mixed results. It was proved that the growth rate within the integration trade exceeds the growth rate of trade of the CIS countries with third countries, i.e. there is no eff of the trade diversion. An algorithm is proposed for assessing the economic effi of integration using the example of the Commonwealth of Independent States using a performance evaluation system.

Abstract

The article discusses and analyzes the main factors affecting the development of innovation in the Russian Federation. It identifies issues that prevent the transition from the raw material economy to the innovation one, to the industrial production and activities in the field of telecommunications; the development of computer software, the consulting services in that field and other related services; the activities in the field of information technology. The author touches upon the question of the need to integrate business structures, educational and scientific institutions, as well as the state, as a result, that should contribute to improving the quality of training the graduates, strengthen the level of integration between customers of highly specialized employees and their manufacturers, including the development of institutional infrastructure. The necessity of transformation of the regulatory framework in the field of regulation of innovative activity in the territory of the Russian Federation is revealed. The author believes that such transformations are impossible without the process of digitalization, as it acts as a connecting element in overcoming the lag of Russia from other developed countries.

Abstract

This article analyzes the development of integration processes for the Eurasian Economic Union (EAEU). Initially, mutual cooperation between countries develops in specific economic areas of strategic importance, and it is assumed that in case of successful convergence, certain integration effects will be obtained, prompting cooperation to spread from related economic sectors to other areas.

It is emphasized that for the EAEU countries, the issues of prospects for mutual cooperation are becoming particularly relevant, as since 2016 there have been observed the formation and development of common markets for goods and services, namely the market for medicines and medical products, the electricity market and in the future oil and natural gas markets and also financial market.

The fuel and energy complex of the Eurasian Economic Union countries plays a special role of mutual interest, and so the authors justify the expediency of forming a common energy market with the possible participation of countries adjacent to the region. It is assumed that the “Energy ring” project inEurasiawill become a major trend in the world energetics and will form a new dimension of the fuel and energy sector.

Abstract

Article is devoted to the 70 anniversary of formation of People’s Republic ofChina. It analyses the economic results of Chinese reforms since the mid-1950s. Attempts by the Chinese authorities to accelerate the transition to socialism through “jump” development failed. The “Cultural Revolution” cementedChina‘s peripheral position in the world. The new socio-economic reforms have been initiated inChinasince the late 1970s. Being carried out gradually, on the basis of in-depth theoretical research and experience gained, in the course of numerous experiments, they contributed toChina‘s transition to the vanguard of the world economy. The results of those reforms were assessed by the international community as a Chinese “economic miracle.” After the global financial and economic crisis, which China overcame quite successfully, the Chinese leadership aimed to lay the foundations for a new “economic miracle” – economic reform 2.0, based on a technological breakthrough, China ‘s transformation from a “world factory” of goods into a “world market” of technologies and high-tech goods with high domestic demand. The article describes the conceptual framework and practical steps to achieve those goals, and reveals risks and difficulties that could impede the achievement of the objectives.

Abstract

The author of the Monograph Yuriy Miranovich Antonyan is Honored Russian Scientist, Honored Worker of the Ministry of Internal Affairs of Russia, Doctor of Law, Professor, Professor of the Department of Criminal Law and Procedure of Russian State University for the Humanities.

This review is an analysis of a monographic study “Totalitarian Crime”, dedicated to a very complicated and little studied problem in criminology. Totalitarianism as a system of social and government organization, having a tremendous influence on the entire history of mankind, it gave rise to a special type of crime, which is the most striking and perhaps the most important characteristic of totalitarianism.

Special attention of the study is based on the disclosure of the legal nature and content of totalitarian crime, its causes and place in the causal complex of totalitarian leaders.

In conditions of a high crime rate, as well as an unprecedented in its diversity and complexity of criminal activity, an in-depth criminal-psychological study of totalitarian crime is extremely relevant and important both scientifically and in practice.

The monograph is presented to well-known and honored scientists, authors of many scientific works in the field of criminology, psychology and criminalistics, whose rich experience is confirmed by fundamental research, scientific and pedagogical, as well as practical law enforcement.
