Abstract
In this paper the authors consider an issue of assessing the economic efficiency of innovative projects by the example of the recently developed atmospheric generator of fresh water. This investment project is characterized by a high degree of uncertainty and the presence of specific risks, what creates the basis for research. The authors propose an alternative approach to the preliminary assessment of the economic efficiency of the project, which consists in calculating the maximum value of capital investments. The research paper focuses on the methodology for estimating the discount rate of innovative projects. The authors also concentrate on the innovative projects’ risks accounting. To assess the risks, the authors analyze the project sensitivity, consider the possibility of analytical and graphical interpretation of the results. The article is in the framework of economic research methods. An analysis of the scientific literature and a comparative approach are combined with the application of economic-mathematical modeling. The theoretical significance of the study is in describing the main issues associated with the analysis of the profitability of innovative projects. The practical significance lies in the development of approaches to assessing the economic efficiency of high-risk projects, comprehensive risk assessment and identification of effective tools to improve financial stability.

Abstract
The growth of the consumer lending market in our country and in the world is accompanied by an increase in the indebtedness level of the population, which is a source of concern at the level of regulators. In these circumstances, the presence of a consistent applied model of financial behavior may be useful for all market participants – for banks and financial institutions, the use of such models will make it possible to assess the need for a loan from the position of the population, which will reduce the risk of delay in payments and defaults, and reduce the credit burden upon the population. The paper presents a model allowing description of the financial situation description for an individual on the basis of the determinants of financial behavior, selected on the basis of the discriminant analysis based on the NBCH database for 2008-2018, and to model his financial and credit behavior. The model has good predictive power, in 2019 the consumer lending market shown a steady positive trend, and from October 1, requirements for mandatory reserves have been tightened.

Abstract
In Russia, since the end of the last century, the development of hydrocarbon resources in the Arctic is increasingly moving from the stage of assessing the resource potential of the subsoil to the stage of determining the organizational and economic framework for the implementation of specific investment projects. Despite the different national interests that have certain specifics in Russia and foreign countries, the main vector of development of Russian and foreign cooperation in the Arctic region is the need to implement the national economic interests of each country. An example is the relationship between Russian and Chinese companies dedicated to cooperation in the field of strategic approach to the development of Arctic resources.

Abstract
The purpose of this study is to identify the existential nature, that is, to determine the existence and uniqueness of the real manifestation of private law rules in the regulation of the natural monopolies subjects from the standpoint of economic analysis of their activities. The main method of research is the economic analysis of normative legal and local acts regulating private relations of market participants operating under natural monopolies. The article also applies the methods of comparing the formal and actual state of the regulatory impact of private rules on the subjects of natural monopolies and the systematic interpretation of the relationship of economic content and legal form in the activities of natural monopolies. Particular attention is paid to the philosophical category of “existential nature” (existence) through economic analysis of law, which means the study of the presence and possibility of the regulatory impact of private law rules on the activities of the natural monopolies subjects. The analysis carried out in the article allows us to draw a conclusion about the dualistic nature of the legal regulation of the activities of the natural monopolies subjects. The current situation not only does not contribute to the application of special legislation containing the rules of power discretion, but also leads to the neglect in practice by the subjects of natural monopolies of the basic principles of civil law in relations with other participants of civil turnover. In connection with the significant social function of the subjects of natural monopolies and the presence in practice of abuse of subjective civil rights on their part, the article substantiates the proposal to include rules on the legal status of subjects of natural monopolies in the Chapter “Legal entities” of the Civil code of the Russian Federation.

Abstract

The study guide was prepared by employees of the Department of World Economy, Faculty of Economics, Institute of Economics, Management and Law of the Russian State University for Humanities with the participation of a team of researchers from the Autonomous Non-profit Organization “National Development Institute” of the Department of Social Sciences of the Russian Academy of Sciences. The deceased M.I. Gelvanovskii, Doctor of Economics, Professor, one of the leading Russian economists was the head of the team. This publication includes his latest works and is dedicated to his memory.

This review is an analysis of the study guide “The World Economy. Systemic Shifts and the Global Security Problem of the 21st Century”, the authors of which tried to reflect in the format of the study guide the shifts in global economy, the causal relationship between those shifts and the aggravation of the global security problem, as well as demonstrate possible options for strengthening Russia’s economic sovereignty as a means of counteracting those negative trends.

Over the past decade, the global economy has experienced systemic shifts unprecedented throughout the post-war period. Not only the hierarchy, but also the composition of the subjects of the world economy is changing, the question of the need for reform of the world monetary system is being raised more and more acutely. All the shifts result in a sharp aggravation of the global security problem. Given the new realities, the authors quite reasonably set as their goal the formation of the reader’s basics of knowledge about the world economy under the conditions of rapid systemic changes, as well as understanding the need to establish a sovereign development model in Russia as one of the main conditions for ensuring global economic security.

The authors paid special attention to a possible model for the formation of regional currencies with the participation of Russia and some of the BRICS countries as a counterweight to the current de facto world dollar currency system. In general, the study of shifts in the global economy is exclusively relevant and important both scientifically and in practical terms.
