Abstract

The article presents results of the research conducted by the author on alternative forms of employment. The evolution of the development of alternative forms of employment, their advantages and disadvantages are shown. The current state of the distance employment and prospects for its development are given following the generalization and analysis of the research results of international and Russian consulting companies, assessments of experts in the field of personnel management, as well as the experience of Russian and foreign companies in the use of alternative forms of employment.

Abstract

The article presents results of the author’s research on the issue of optimizing the personnel costs in conditions of remote employment. As a result of the generalization and analysis of the research results of international and Russian consulting companies, assessments of experts in the field of the personnel management, as well as the experience of Russian and foreign companies in optimizing the personnel costs, its main directions in conditions of remote employment are identified, and new tasks are described that face the personnel management services due to a widely spread use of the alternative employment forms.

Abstract

In accordance with the plan of the Russia strategic development until 2030, it is expected to ensure its presence among the top ten countries in the world in terms of research and development, including by creating an effective system of higher education. In such circumstances, the educational sector is forced to offer products that meet the new requirements of the labor market. The article attempts to consider the main changes taking place in the socio-economic life of society and, in accordance with that, to characterize the directions that should be taken into account while implementing the higher education programs. The analysis is made by the example of the educational program 38.04.02 “Management”, the professional directions “Corporate Management” and “Project Management” (master’s level). The article discusses the prerequisites associated with their opening, talks about researching the educational service market. In particular, the author reveals the distinctive features and competitive advantages of the above products, describes the content of their constituent academic disciplines and optional courses, and notes the place and role of digital technologies in the process of training masters. The authors emphasize the relevance of taking into account the realities of modern times and the wider implementation of “Industry 4.0” technologies in the practice of the RSUH.

Abstract

With ongoing globalizasication in the world economy, the internationalization of higher education is becoming increasingly important. The article considers several main definitions of “internationalization”, makes an overview of the basic national strategies and approaches which defines country’s policies regarding internationalization of higher education. It also identifies the mainstream world tendencies of higher education internationalization and advantages of internationalization in terms of government and higher education institution perspectives. For the state, internationalization is an important element of the country’s development, as it offers government to use additional opportunities of: developing the economy and making profit by exporting educational services; supporting the labour market; getting political benefits; developing the national higher education systems in accordance with global trends; the society cultural and social life developing. From the position of universities internationalization allows to improve the quality of educational programs in accordance with international standards, to strengthen reputation at the international level and, thus, to become more competitive. In this regard, many countries use internationalization of higher education in different ways and forms. As an example, the article examines contemporary institutional practices for the development of internationalization in the United Arab Emirates, China, South Korea and Russian Federation.

Abstract

From an interdisciplinary standpoint, the article considers federal development strategies for the digital economy, artificial intelligence, and electronics. It shows that they all basically proceed from the concept of the fourth industrial revolution, put forward at the Davos Economic Forum. In that concept, the development of the computer reality is considered, first of all, as a tool to increase the effectiveness of social management (“hypercontrol” in the terminology of J.Attali). At the same time, the world of Russia is solving other tasks related to new industrialization and to ensuring economic growth. And that leads to the need to significantly adjust the adopted strategies. The article draws attention to a number of key matters requiring such adjustment. Future engineering technologies, based on multidisciplinary approaches and the computer modeling, allow bringing public administration in Russia to a whole new level. The necessary conditions for that are the trust between managers and scientists, as well as an overcoming the “personnel disaster” in a number of structures of the state apparatus.

Abstract

Online retail export from Russia has been dynamically developing in recent years. The article analyzes the structure of online retail exports by country and by the product category. It considers the use of modern tools and factors contributing to the development of online retail export. The coordinated work of the state and business leads to an increase in competitiveness and an increase in online sales of domestic goods in world markets. It is noted that online retail export from Russia has big economic potential. Great entre- preneurial activity is observed not only in Moscow and St. Petersburg, but also in other regions of Russia. In the context of the crisis caused by the pandemic, the online export of Russian goods did not stop and even began to develop more intensively.

Abstract

In the article a detailed analysis of the small and medium entrepreneurship in the world economy is conducted. The objective reasons for the growth of the small and medium enterprises in the postindustrial society and the influence it realizes on the improvement of the competitiveness of the advanced economies are shown. On the basis of the vast statistical material is proved, that, as a rule, in the countries of the high socio-economic development the small entrepreneurship is effectively stimulated by the public structures. In the article the role of some methods of financial support for small and medium enterprises by the example of the certain countries is studied in details. Special attention is paid to the financial support of the small enterprises in New Zealand since it is the country that has been ranked first for a number of years in the “Doing Business” rating. Special attention in the article is paid to the US experience, because just this country for the researchers as well as for the practitioners is a role model in the field of the small entrepreneurship support. Special place is given to the analysis of the SBA (Small Business Administration) activity – organization, playing a key role in the functioning of small business in USA. In the article on the basis of the information presented the conclusions are made what methods of the small business stimulation could be realized in the Russian society.

Abstract

The article discusses the development of partnership between the EAEU and ASEAN. It was noted that the EAEU has retained its macroeconomic stability in the first half of 2020 despite the unstable developments of other integration associations. The results of international cooperation of the EAEU with foreign countries and integration associations are shown. It is suggested that inter-integration interaction is becoming one of the most effective formats of cooperation. The results of cooperation between the EAEU and ASEAN in 2015–2019 were considered, the strengths and weaknesses of the interaction of these integration associations were identified. A new format for further development of cooperation between the EAEU and ASEAN was proposed.

Abstract

The study aims at identifying the features of the export in the Russian-Belarusian border-zone and specifying the possibilities for the development of institutional support and activation of the export of the Russian Federation subjects. The study showed that the administrative territories of the Russian-Belarusian border region, despite a number of common features due to similar climatic, geographical, social, cultural and historical conditions of development and the same influence factors of the external macro-and meso-environment, have different results upon the key indicators of export activity, what requires improvement of institutional support mechanisms (regional, sectorial, subject). Comparative analysis of export activities in the territories of the Russian-Belarusian border area allowed to formulate some directions of the export potential development and to identify areas for improvement of infrastructure support for Russian exporters – the small and medium enterprises in the development of non-oil and non-energy exports.

Abstract

The real practice in the recognizing individuals as qualified investors in one of the largest credit organizations – PJSC NB TRUST is considered in this article from the position of a doctrinal interpretation of one of the most difficult categories of civil law – the circumvention of the law. Considering the principles of the qualification laid down by the “spirit of the law” from the perspective of applying the formula: investor- an investor is a qualified investor, the author shows the inconsistency of the existing practice in the recognizingтindividuals as qualified investors, when ordinary investors using the mechanism of the formal compliance with the law – “letters of the law” were recognized as qualified as investors.

Abstract

The review analyzes the content of the textbook for universities Golovanov V.I. City development strategy. It is intended for the preparation of bachelors and masters being trained in the field of “State and municipal management” (03/38/04, 04/38/04) to study the course of disciplines “State and municipal administration system”, “City development strategy”, “Strategic management”, “Management of socio-economic development of a constituent entity of the Russian Federation”, “Strategic directions of state development”, etc. The textbook examines theoretical and practical issues of strategy for the formation and implementation of modern state and municipal policy in the cities of the Russian Federation. The basic principles of sustainable development of urban areas are studied, directions of strategic planning of urban development under the “Smart City” program are considered, and the role of national projects of the Russian Federation in the strategic development of cities isиstudied. The tests, questions and tasks for self-control are given to control the level of knowledge in the discipline.
