Abstract

The article considers the experience of the scientific and pedagogical school on the world history of managerial thought, which is operated at the Department of Management of the Russian State University for the Humanities. The authors note an important distinctive feature of the Russian State University, that allows it being classified as a so-called “research type”, which generate scientific knowledge and a practical component in the educational process in accordance with the models of Wilhelm von Humboldt and John Dewey. The article reveals the significance of those two important components, demonstrates how combining them with each other allows getting a more enhanced cumulative effect and solving various tasks: preparing students for independent research, developing the potential of the teaching staff, sharing experience with the scientific community. The authors analyze the main stages through which the school on the world history of managerial thought has passed, cite the most significant publications of its participants, give them an objective assessment in the light of the current state of professional management, note the importance of using new creatively organized forms in education, which is especially relevant in the context of its further reform.

Abstract

The article deals with the management of possible negative events related to the activities and characteristics of the personnel of organizations. Throughout the history of the development of labor relations, there were enough examples of bankruptcies and social tragedies that resulted from the implementation of the “human factor”. The ability to predict with varying probability the occurrence of negative events and the adoption of preventive measures to minimize damage is becoming particularly relevant in the current conditions of the growing global crisis.

Abstract

The article considers trends in the transformation of the labor market under the influence of a change in the paradigm of personnel management and analyzes new forms of interaction between employer and employee, in particular remote work. It analyzes the statistics illustrating the prospects for the development of the remote form of employment and formulate the dependence between the spread of remote work and such parameters as the size of the settlement, the industry, the size of the organization, the level of GDP per capita. The characteristics of such form of employment and the requirements for employees are specified and the classification of remote workers is given. There is an analysis in advantages of that form of employment from the point of view of employees and employers. The most significant ones are identified. In addition, the risks of using remote workers from the point of view of ensuring the information security of the organization are assessed. The authors highlight typical mistakes of employees associated with non-compliance with security principles and the associated risks of violating the integrity of the organization’s information system. They also propose directions in developing the functions of personnel management services in the organization related to the transformation of traditional management tools, and highlight measures aimed at reducing information security risks. A conclusion is made about the need to develop personnel management systems in accordance with the principles of the information economy.

Abstract

Modern information technologies are increasingly used in the automation of business processes in various fields of activity, such as: production, construction, analytics, sales and much more. Automation allows for a fairly short time, depending on the activity, to reorganize those elements of the processes that previously did not allow obtaining a quick and high-quality result.

The article talks about such information technology as a digital twin. The advantages and disadvantages of such information technology, its use to improve the efficiency of business processes and the security of telecommunications companies in modern conditions are considered. A scenario for modeling, forecasting, prototyping and supporting the activities of a telecommunications company based on the use of a digital twin is proposed.

Abstract

The article presents the results of a study in the transformation of modern finance. The relevance of the issue is due to the need of studying approaches to the issues of the finance influence as a factor in accelerating, or, conversely, slowing down the socio-economic development of world and Russian society. If the creation of value by finance remains an obvious fact, then the size of such value must be measured in a new way. The article considers approaches to studying the financial resources of organizations and public finance of the Russian Federation.

Abstract

Based on the method of historical analysis of the evolution of state regulation and organization of the wholesale food market systems in 7 countries of the European and Pacific regions, the article studies the effectiveness of the wholesale food market system as a tool for implementing the state policy of national food security. The authors identified 4 typical organizational and economic models for the formation and regulation of the wholesale food markets within the framework of the implementation of various national strategies in the field of food security: the model of state initiative, the model of public initiative, a mixed model, a combined model with point-based state regulation. The authors defined effects of the system of the wholesale food markets as a tool for the implementation of the national food security strategy, as well as the intensity of such effects within each of the presented models. The methods of interaction of the wholesale food markets system with the sectors of farmer and consumer cooperation are considered. The role of regional specifics, state policy and local communities in the formation, functioning and evolutionary development of the system of wholesale food markets is investigated. It is proved that the intensity of the effects depends significantly on the specific institutional conditions and the goals that form the basis for the implementation of the model.

Abstract

The article is about the conceptualization of the trans-regional mega-project phenomenon by the examples of China’s initiative “one Belt – one Road”, the EU “Global Gateway” and Japan “Free and open Indo-Pacific” through the following theoretical approaches: neo-functional integration theory, spatial approach, the concept of global value chains. The neo-functional theory of integration and the phenomenon of “Haas spill-over” are used for assessing the integration potential of trans-regional megaprojects. The main features of the trans-regional megaprojects are distinguished through the comparison of trans-regional partnerships and megaprojects. The influence of trans-regional megaprojects on global value chains is evaluated by the examples of industrial and investment projects implemented within the framework of “one Belt, one Road”, “Global Gateway” and Japan’s Strategy “Free and open Indo-Pacific Region”.

Abstract

The author undertakes an attempt to conduct a comparative legal analysis of four Sunni madhhabs which are traditionally in practice in most Islamic states. The occurrence in early Islam of legal doctrines that later became the basis for the development of madhhabs was generated by the need to adapt the main propositions presented in Quran and Sunna to the new historical, socio-economic and political conditions that existed in the Muslim world by the end of the 7th century. The need to resolve issues of Muslim law (fiqh) at the same time demanded to apply the additional sources (hadiths) and to develop special methodology of working with them. Most hadiths were interpreted by the Sunni differently what became an additional reason for creating systematic doctrines that, while distributing and canonizing the Sunni fiqh, were called madhhabs.

In the modern world, madhhabs keep playing a considerable role not only in the Islamic law but also in the everyday life of the ummah: mistakes made by ordinary Muslims (who are not aware of the correct interpretation of the Quran or Sunna) while construing this or that hadith or ayat are fraught with both, violating the rules of behavior and serious religious conflicts. And finally, it is by means of madhhabs that the fiqh principles mould the Islamic law into a coherent legal system.

Abstract

Shares in foreign law differ in the variability of the rights they secure. In the global corporate practice, exceptions to the “one share – one vote” rule are possible for ordinary shares, models of disproportionate granting of rights on shares are possible as well. Various world legal systems have developed their own approaches to the construction of the legal regime of shares. The regime of shares is different in the law of the states of the Anglo-Saxon system and in the continental law of Europe, as well as other countries that have taken any one of those systems of law as a basis. Foreign legal systems are characterized by liberal and dispositive regulation of the legal regime of shares, especially the differentiation of rights by shares.

In comparison with Russian legislation, shares in foreign legal systems are characterized by greater variability in the content and scope of the rights assigned, as well as a greater degree of dispositivity in choosing which shares, with what volume of rights, a joint-stock company can issue. For investors, that aspect has a positive value and provides flexibility of participation and legal regulation of joint-stock legal relations in corporations.

Various types of preferred shares in foreign legal systems (fixed-dividend shares, protected shares, redemption shares, savings shares) provide shareholders with more guarantees for receiving dividend income than in Russian corporate law.

Abstract

The article is about the study of the legal status of Russian special administrative regions (SAR), as well it considers the procedure for obtaining the status of a SAR participant and analyzes the reasons for the formation of such special territories, the goals and objectives of their functioning. The author also goes into the requirements for potential participants in the SAR.
