Abstract

This article explores the conceptualization of “new urbanism” in the context of contemporary urban development management. Examining the evolution of urban thought from the classical theories of G. Simmel and the Chicago School to contemporary spatial-emotional analyses, the author identifies key contradictions in urban development. Emphasis is placed on the conflict between planned transformations and spontaneous social practices, as well as the gap between idealized images of the city (as a space of opportunity) and the real problems of social inequality, environmental vulnerability, and functional segregation.

Based on an analysis of sociological survey data (VCIOM) and international case studies (Berlin, Cologne, New York), the author demonstrates the polarization of assessments of the urban environment depending on age, gender, and settlement type. The author argues that overcoming these contradictions requires abandoning universal, often Eurocentric, approaches in favor of multiscalar strategies that recognize the material and cultural heterogeneity of space. “New Urbanism” is viewed as a practical tool that, by combining the principles of dense development, mixed-use, and pedestrian-friendly spaces, can ensure more balanced and sustainable development. The key conclusion of the article is the need to transform urban planning policy by engaging citizens in co-design processes, which will transform urbanization from a spontaneous process into a managed project for creating inclusive and viable communities.

Abstract

The paper examines the evolution of digital tools in human resource management, from solving HR process automation problems to their transformation into a key element of strategic partnerships between employees within an organization. It analyzes modern digital HR technologies, including the use of artificial intelligence, big data analysis, the introduction of cloud platforms, and various services for effective interaction between employees, which are transforming the processes of recruitment, onboarding, assessment, training, and motivation. Particular attention is paid to the transition of the HR function from an administrative role to that of a strategic consultant capable of influencing business decisions made using innovative methods and techniques. Research demonstrates that the implementation of digital solutions not only increases the efficiency of HR processes but also improves the quality of human resource analytics, predicts HR risks, and creates individual employee development trajectories. The paper highlights the key advantages and disadvantages of applying digital technologies in organizational business processes, which allow one to assess the risks associated with the transformation of human resource management in the digital economy.

The article presents the results of the author’s research on the current state of human resources for technological development. The role of technological sovereignty and technological leadership as key national goals for the country’s development is described.

The purpose of the study is to identify the main problems of staffing for technological sovereignty and leadership of the country, as well as to determine ways to solve them, based on an analysis of the current state of the labor market for engineering personnel and their competencies.

Abstract

The paper notes the need to develop the concept of human resources management through the prism of systemic mobilization of internal potential of employees in domestic enterprises. Internal reserves of human resources are conceptualized as a multi-level hidden potential (intellectual-creative, motivational-behavioral, structural-organizational), the activation of which can provide organizations with achieving strategic goals without largescale attraction of external personnel. The analysis of modern approaches to internal employee resource mobilization at domestic enterprises is presented, and recommendations for their implementation are offered. It has been determined that latent employee reserves can perform a transformative function in the enterprise management system, acting as a link between strategy, functional HR processes, and operational results.

Abstract

Nowadays the global economy is increasingly built within the framework of global value chains (GVCs). For many national economies participation in GVCs contributes to economic growth, increased productivity, and the introduction of innovation. China, which has emerged as a major player in the global economic arena over the past decades, occupies a special place in these processes. In the first part of the paper, the author aims to trace the trends and stages of China’s integration into the global economy within the context of GVCs, taking into account both the logic of China’s economic advancement (internal factors) and events on the global economic arena (external factors). The author proposes to distinguish four stages of China’s consistent integration into the world economy (“plugging in”, “upgrading”, “building up”, and “restructuring”) within the context of participation in global and regional value chains. The identification of these stages is carried out within the framework of the input-output methodology and the decomposition of gross exports. This allows to calculate indicators of China’s participation in GVCs, in particular, domestic value added, foreign value added, global value chain participation index, and forward and backward participation in GVCs.

Abstract

Enterprises of various industries and spheres of activity throughout their life cycle constantly face certain crisis manifestations, which are the result of not only external, but also internal processes. In order to adequately respond to crisis situations, the enterprise must have a corresponding anti-crisis strategy. At the moment, many enterprises, in particular, in the food industry, are in a state of crisis, therefore, the development and no less successful implementation of an anti-crisis strategy that takes into account the critical factors of success in the industry is a relevant scientific and practical direction of research. The purpose of the study is to identify the features of the process of formation and implementation of the anti-crisis strategy of the food industry enterprise. The research methods are: deduction, comparative analysis, statistical analysis, analysis of financial indicators. The result of the study is a model of anti-crisis management of the enterprise, which allows improving the process of formation and implementation of the anti-crisis strategy of the food industry enterprise, based on the anti-crisis monitoring of deviations in financial indicators characterizing the financial condition of the food industry enterprise.

Abstract

The paper examines the challenges posed by the need to diversify funding sources for Russian enterprises in the face of global economic turbulence, tightening monetary policy, and limited access to traditional bank lending. It emphasizes that the search for and implementation of alternative capital raising instruments is becoming a strategic imperative for ensuring sustainable development and maintaining the competitiveness of domestic enterprises. The paper provides a comprehensive analysis of current global trends in alternative financing, systematizing its main types, and assessing the prospects for their practical application by Russian companies, taking into account current macroeconomic challenges. The proposed multi-criteria classification allows for systematization of a wide range of existing alternative financing sources, eliminating terminological confusion; comparison of various instruments using a unified system of parameters; and selection of the most relevant financing sources based on the organization’s strategic goals, size, stage of development, and specific objectives.

Abstract

The article explores opportunities to enhance the efficiency of industrial production by implementing the principles of the “green” economy, using the food industry enterprise LLC “Ermann” as a case study. The study identifies the main directions for the development of the green economy and key challenges in adopting its principles in the industrial sector. An analysis of the company’s current state and its experience in applying green economy principles revealed several issues, such as low energy efficiency, underutilized production capacity, and the lack of a systematic approach to waste management. Considering the identified potential and a conducted SWOT analysis, the study proposes measures for production modernization, energy management implementation, and the development of staff social responsibility. The evaluation of expected effectiveness demonstrates that implementing these measures will reduce energy costs, decrease CO₂ emissions, and improve the company’s profitability.

Abstract

 In this study, the authors made an attempt to assess the possibilities of financial culture as a driver of the development of creative industries in urban space through the prism of the characteristics of financial culture and structural elements of creative industries. Using a coefficient approach, dynamic assessment methods, factor analysis, and integral indices, researchers studied urban space as an environment for the development of the creative economy, taking into account the financial knowledge of the population. The novelty of the work consists in assessing the degree of influence of financial literacy of the population of the Russian Federation on the dynamics of the number of entrepreneurial elements employed in the creative industry. The information obtained in the course of the work will allow not only to assess the current state, but also to develop strategies to enhance the synergy between financial culture and creative sectors of the economy in the urban space.

Abstract

This article examines various approaches to assessing the socioeconomic development of Russian regions, presents a proprietary methodology based on sociological and statistical analysis, and examines the dynamics of key indicators of regional socioeconomic and digital development. It demonstrates that differences in approaches to assessing regional development are determined by the purpose of the study.

An analysis of statistical indicators of regional development allowed us to describe the demographic characteristics of territories, standard of living, labor market, education, healthcare, environmental, and cultural indicators. Significant differences in regional indicators were identified: regions in the Central and Northwestern Federal Districts, and in some cases the Volga and Ural Federal Districts, lead the way, while regions in the North Caucasus and Southern Federal Districts trail in all indicators except demographic indicators (where these regions maintain their leading positions).

In the context of the digital economy, territorial planning and indicator analysis are carried out using federal and regional information systems and services, some of which are freely available for review. Further development of digital technologies will enable predictive modeling of the future of regions, the implementation of the “Digital Quality of Life” and “Digital Region” concepts, and the formation of a unified digital space.
