Abstract

Solving the problems of industrial production growth, business scaling, and promotion of new technologies to the regions is impossible without staffing enterprises with qualified workers. At the same time, in the conditions of the modern labor market, it is staffing that becomes one of the main risks in achieving the assigned tasks.

One of the ways for enterprises in adapting to the conditions of the modern labor market is personnel relocation. That is why in recent years the issue of the labor mobility and personnel relocation has become the subject of both theoretical and empirical research.

Drawing on the analysis and synthesis of statistical data, research results of specialized research institutes, consulting companies, expert opinions, and the experience of Russian companies in the research topic, the authors formulated the concept and characterized the content of the term “personnel relocation”, identified the main factors influencing employee decision-making about relocation. They also shown the main challenges for employers when developing personnel relocation programs and the ways to solve them are shown.

Abstract

The article presents the results of studying in methodological and theoretical aspects of modern organizational behavior. It outlines the formation of theoretical ideas about the essence, goals and objectives of organizational behavior. The trends in the development of organizational behavior as a science and a practical field of activity that develops on the basis of various schools are revealed. It is shown that the formation of the methodological basis for organizational behavior at the micro, meso and macro levels was influenced by the concepts of a number of classical and applied sciences, extending their conclusions to various components of organizational behavior. The article carries out an analysis of the majority of the established doctrines existing in the theory of organizational behavior. It is proved that the systematic and multidimensional nature of the issues solved by modern organizational behavior required the combined efforts of many scientific disciplines – economics, management, psychology, sociology, philosophy – as a result of which a modern theory of organizational behavior was formed, in which a number of objects of individual theories were taken into account, various systems were generalized into particular theories.

The article considers the issues of evaluating control decisions for repetitive tasks. It is shown that using the reinforcement learning method makes it possible to increase the objectivity of assessments of possible management decisions. Authors highlight that the proposed method has a methodological connection with the game-theoretic approach and can be generalized for various options in practical application.

Abstract

The article analyzes the trends and specifics in the accculturation of labor migrants and its relationship with social capital. The key aspects of the sociocultural adaptation of migrants are highlighted, directly or indirectly influencing the forms of their integration into the host society. It is noted that the presence of social capital in the migrant community is critically important both for the “gentle” incorporation of migrants into the new environment and for the spread of deviant forms of interaction with the host society. The sociocultural and socio-psychological factors that contribute to the formation of adequate conditions for the effective acculturation of migrant communities, taking into account their ethnic characteristics, are considered. It is highlighted that the presence of social capital of the parties (migrants and the host society), under favorable conditions, creates an optimal communication space within which sociocultural exchange occurs, the effectiveness of which determines the optimal balance for the professional and cultural inclusion of migrants in for them new environment.

Abstract

Project management methods are gaining significant practical application not only in the activities of business structures, but also in various state, regional and local government bodies. If project methods are used in commercial organizations to optimize business processes, achieve business results, reduce costs, then authorities use project methods for a more clientoriented delivery of public services to citizens as well as for transparency and flexibility of government programs and projects implementation, to carry out electoral activities, to implement central and local government procurement.

In the first part of the paper, the authors define project management, highlight its main features, tools, tendencies and issues. In the second part, the researchers characterize such project methods as Agile, Scrum, Lean, Six Sigma, Kanban; give examples of their practical application in the commercial sector and in the field of public administration.

Abstract

The paper presents an analysis of the current trends in the development of banking activities and modern practice of innovative technologies application in the banking business. It is defined that nowadays the main consumers of banking services are representatives of the millennial generation, whose behavioral characteristics and preferences should be taken into account in practice. Authors show how innovative financial technologies influence the methods and approaches in the work of national banking organizations. Modern financial innovations are considered, which are gradually being tested, implemented and offered to clients by various Russian banks. It is emphasized that digital mortgage is one of the most popular banking products and the possibility of its digital registration has a beneficial effect on the development of that area in banking. Among the potential vectors for further development, an omnichannel approach to interaction with clients is highlighted. It aims to increase the efficiency of communication policy, service speed and the best possible satisfaction of the needs of users of financial products.

Abstract

Trade finance plays an important role in achieving the Sustainable Development Goals set out in the UN program for the period 2015–2030 and aimed at solving the following tasks: stimulating sustainable economic growth, productive employment and job creation, strengthening and reviving international cooperation, etc. Cross-border trade finance is based on the general principles and documents developed by the Wolfsberg Group, the International Chamber of Commerce and the International Association of Banks for Finance and Trade, which became the sources of information for the article. Its purpose is to assess the current state of trade finance, identify trends in its digital transformation and justify the advantages and limitations of using smart contracts in the field. Currently, efforts to digitalize trade finance are fragmented due to the scale and complexity of the issue. At the same time, by using innovative digital technologies, it is possible to achieve a significant reduction in the transaction costs of financial institutions, and thereby increase the availability of trade finance for applicant companies. Authors substantiate the advantages of using digital technologies for the development of the trade finance market, describe the stages of using smart contracts for those purposes and indicate the current limitations of digital trade finance solutions.

The article outlines issues of economic security at enterprises in the context of global digital business transformation, which are associated with the active use of modern information and communication tools containing various digital risks,. It is noted that modern approaches to the formation of a comprehensive system of economic security should take into account various external and internal factors of influence on the economic entity. The key elements of the management structure are considered, as well as priority directions for the formation of an effective system of economic security of the enterprise, contributing to the maximum reduction of threats and risks of macro and microenvironment. Authors highlight the main stages of operational assessment of the current level of economic security of the organization, which are necessary to maintain the effective functioning of the entire management system, The guidelines for economic security management are defined for. enterprises of various spheres of business, which allows achieving the security of all the departments functioning, as well as their implementation contributes to improving the business activities efficiency.

Abstract

The change in the geopolitical context of Russia’s development and the clarification of its priorities made a new appeal to modern socio-economic concepts as a relevant one. The article comprehends concepts that are focused on improving the living standards of the population through the prism of the tasks facing the country and its regions. Among those tasks, according to strategic documents and scientific researches, the need for a new industrialization through the technological re-equipment of industry and a balanced spatial development of the Russian Federation comes to the fore. The theory of innovative economy, which is focused on achieving economic efficiency by improving technologies based on new knowledge and introducing them into production, meets that challenge. The extraordinary circumstances in which the country’s economy operates require special measures of investment support by the state for updating the production base of manufacturing enterprises. In improving the theory of human capital, the idea of replenishing it with characteristics for strengthening social ties and social solidarity is considered as an effective one. A significant factor in the growth of production in the regions is turning out to be an improvement of life quality there, the creation of a decent living standard in non-capital industrial cities of Russia and the attraction of highly qualified specialists there. All those aspects require balancing the economic growth and human potential that updates the application of the theory of sustainable development taking into account the tasks of the national and economic security of the country.

Abstract

A comparative analysis of the provisions of Turkish and Russian criminal legislation was carried out, on the basis of which a number of author’s conclusions were made about the specifics of the legislative construction of the crimes under study. The article considers the features of the criminal legislation of the Turkish Republic, establishing the liability of criminals against property. Unlike the Russian Federation, the Republic of Turkey, in addition to the Criminal Code, applies other special laws containing criminal law norms. The features of the criminal legislation of the Turkish Republic are analyzed, both in general and in individual norms establishing liability for crimes against property. The systematization and types of crimes against property are considered. The study of the issues of criminal – legal assessment regarding crimes against property made it possible to reveal the features of the qualification of crimes against property. A comparative analysis of the criminal legal structures of liability for theft in the criminal legislation of the Turkish Republic has somewhat different ideas about this or that form of theft than the criminal legislation of the Russian Federation. The article analyzes aggravating and mitigating circumstances of theft, the importance of specifying the conditions and place of the theft, as well as some qualifying signs of the items of theft themselves.

Abstract

The article analyzes the current state of the banking sector from the standpoint of competition among existing credit institutions. It touches upon aspects of the activities of the Central Bank of the Russi an Federation to maintain competition. Statistics are given showing that the largest banks account for the vast majority of resources and customers, which, in fact, can characterize the national banking sector as an oligopoly. The positive and negative aspects of the dominance of giant banks in the Russian market are considered, arguments are given against the current situation and for it. Attention is paid to the promising initiatives of the Bank of Russia to reduce the monopolization of the market, in particular, the creation of a regional bank as a new type of credit institution with a reduced number of mandatory ratios. The positive effects of the initiative for the regions are analyzed. Separately, the issues of competition in the provision of software and IT products for the banking services market are considered in the context of the current state of sanctions restrictions. It is concluded that the Russian IT industry has reached a new qualitative level of development, despite the outflow of IT specialists in 2022.

Abstract

The article deals in studying the preventive nature of positive propaganda and highlights the specifics related to the legal regulation of preventive propaganda. It reveals the preventive possibilities of positive propaganda with its inclusion in the legal field. The preventive possibilities of preventive propaganda are positively assessed by the Russian legislator, which results in the emergence of more and more varieties of such propaganda in acts of the federal and regional levels. The author emphasizes that preventive propaganda is a means of legal policy so its specific character should not be limited only to preventive measures in the context of crime prevention. Preventive propaganda includes a wide range of measures to stimulate socially useful behavior in various social spheres. There is a tendency that the development and legitimization of preventive propaganda in the norms of law often begins, as a rule, with the legislative consolidation of the prohibition, which can be traced to the institution of traditional family values.
