Abstract
According to many experts and practitioners, one of the main reasons for relatively slow development of innovation sector of the Russian economy are significant deficiencies in the management of that area, both at the legislative and regulatory level. The authors analyze negative trends in Russia innovation and legal field and offer to use a method of constructing a three-dimensional “innovation matrix” for the purpose of allocation of subjects, objects, problems, and other basic elements of the national innovation system.

The paper considers a possibility for an application of innovative competitive positioning for private medical clinics in low price segment - “medical clinics in the field of trade retail” or “supermarkets’ clinics”, it also considers specifics of such an application. The authors study the possibility of developing a new format of medical services in the segment of primary health and emergency care as it has already successfully begun to be applied abroad. The target audience will beyouth and young professionals with a low level of income, who being young do not suffer yet from chronic diseases and do not have a permanent health care provider.

Abstract
A school does not exist without students, teachers, administration and management staff. Headmasters of educational units are more and more often identified with managers, leaders, people managing a school turning out new generations of students each year. openness to changes, pedagogical innovations, equipping with state-of-the-art hardware, a specific school management style, an repute in the environment, a position in the ratings are all elements influencing the school image. The educational market is highly competitive, in addition to public schools private schools are also founded and they enjoy greater and greater popularity. It will depend on the manner of managing the school and the headmaster’s decisions whether in the time perspective a given educational unit will stay in the market or it will cease to exist.

Abstract
The article is devoted to the evaluation of HGA as a legal way to guarantee the rights of sponsors of major infrastructure projects. It specially focuses on the evolvement, legal nature and practice of HGA using and also on specifics of balance of convenience and NPP project sponsors risk management within the legal frame of interrelated agreements and project contracts (IGA, HGA, Contracts of electricity supply, etc.). The first international practice of using of HGA within the NPP project “Sinop” in Turkey is analyzed, which is implemented on the model of “build-own-operate (-transfer)” (Boo(T)).

Abstract
The article analyzes the impact of Discovery Doctrine on the contemporary American conception of property right to land.“Johnson v. Mackintosh” precedent (and the Discovery Doctrine worded in it) having been analyzed by the author is considered to be the beginning of American colonists’ right to property history and at the same time - the rejection of local cultures tribal right to land. Politically, such a profound reinterpretation of the right to land might be regarded as revolution in the field of law, the main specific feature of which deals with rejecting former owners’ rights.

Abstract
At the present stage a cyber attack should be qualified not only as a crime against information resources, but also as a modern form of an act of aggression. Committing that kind of an attack one can steal the information that constitutes a state secret, violate the life support system of the state, and destroy the missile defense system what poses a threat to the security of the state and is a violation of universally recognized principles of international law. An identification of guilty persons for committing such attacks is problematic. However, further development of the existing regulatory framework in this area for the development of international instruments enshrining the ethics of responsibility for the crime.
