Abstract
The international economic practice confirms that application of aclustering as an approach to improvement and development of national innovative systems was widely adopted in the economies of both developed, and large developing countries. In the current situation when mechanisms of the state support of innovative business in foreign countries change essentially, both actually scientific and practical approaches to the clustering, further organization and development of clusters change. In the present article the evolution of scientific views on clustering problems in the modern world economy is analyzed.

Abstract
The article discusses the history and development of the so-called shale revolution in the United States. The author proves the thesis that the shale revolution largely is a project controlled by the State and, without a doubt, by the financial sector. One of the most important instances - deliberately expressed uncertainty factor characterizing the key indicators of the sector of shale hydrocarbons (primarily reserves and cost). In addition, the shale revolution was largely financed by the Federal Reserve during the period of cheap money by borrowing in the format of “junk” bonds and high-risk loans.

Abstract
The author considers the state of society on the basis of the population satisfaction with life. Undoubtedly, the degree of satisfaction with life depends on objective reasons, which are expressed by the indicators reflecting the income and expenditure of the population, their income differentiation, poverty rate, unemployment. Subjective factors also affect the population satisfaction with life. Among them the author highlights the factors of condition (gender, age, education, marital status, etc.) and the factors of perceptions, evaluations of objective reality (the assessment of the family’s well-being, social status, mood, etc.).

Abstract
The article considers possibilities of the situation analysis for security management in regional systems. A hierarchy of concepts,the verbal and formal setting of the vulnerability analysis tasks in conditions of the propagation of disturbances in the implementation of the threats, as well as the classification of situations are proposed. The method of control based on the prediction of critical and emergency situations on the graph model is proposed too, computational algorithms for the implementation of the above method are developed.

Abstract
The article discusses an issue of historical instability of the Russian state. Wherein a reduction of the life cycle of each next version of the Russian statehood takes place against the centuries background of building up all types of resources necessary for the progressive upward development of society. Among a lot of various reasons a persistent concentration of resources in the hands of a small ruling class is predominant. The monopolization of the resources, in its turn is a consequence of the chronic weakness of Russian civil society and lack of full representation of mass segments of the population in the political and legal process. As a result, legitimate interests and needs of the main social groups are reflected in the legislation, and there foreign government policy as a residual. We know from history, that such a policy generates the population alienation from the state, what twice had tragic consequences in the course of Russiaʼs twentieth century. The solution is to build up political culture of the society on the basis of quality teaching of social sciences in order to organize a competitive political process and eliminate of the monopoly groups domination.

Abstract
The article considers an identification of specifics of the impact of the market (free) and embedded social ties on the foundation and development of explicit and implicit cluster-network organizations in the regional economy. In order to justify the hypotheses put forward in an article a detailed analysis of Russian and foreign research literature is made. The regularities of growth effects of integration in the region’s economy, associated with dominance of market and embedded social ties are revealed. The article sets the degree of influence of the social embeddedness of relations between firms located in one region on their economic growth. The new form of organization named as “cluster-network organization” is proposed. The author formulates an approach to the identification of cluster-network organizations, including the sociological, cultural and historical research methods and educes the degree of influence of the embedded and market social ties on the formation of cluster-network organizations.

Abstract
In the article through the example of D.N. Zamyatnin and N.I. Stojanovsky the importance of the Ministry of Justice in the development of legal regulations on 20 November 1864 and the first stage of judicial reform is considered. The article shows the role of personnel policy of the Ministry of Justice that allowed in shortest time to launch a reform of the judicial system and legal proceedings in Russia.
